I think that stopped once I had more than 8 friends. I've noticed that some well-known people only have say top nine or top five friends. I've seen one, I think it was the comedian Steve Hoffstetter who only had one top friend. I think it's some special HTML code like someone mentioned. I always thought that well-known people got that option that we didn't. I don't know if that's true though because my best friend has no top friends. I wish knew how to have an odd number like that. It might sound a bit freaky or cucu, but I once check the page for one of his friends to see if he posted any comments. But I guess he would never do that. He would know that some of the his fans are nuts (me. hehe) and would try to find information about him with his friends. I personally never do that.
