Generally speaking I'd say that it's always better if you either take someone directly from the list or PM a user of your choice *shrugs* - because then the chances that you coincidentally get someone you don't really like (which might happen; we are all just human, so *shrugs again*) are smaller (apparently). But either way is fine (who am I to decide that anyway?), so do whatever you like .
